TRAI to Tighten Anti-Spam Rules and Boost Digital Consent Framework in 2025

The Telecom Regulatory Authority of India (TRAI) is preparing a major overhaul of its regulatory framework to combat spam calls and improve digital consent systems. With spam and robocalls continuing to plague mobile users across India, TRAI has announced a range of upcoming reforms aimed at tightening oversight and protecting consumer rights.


🔒 Stricter Anti-Spam Measures Expected Soon

TRAI Chairman Anil Kumar Lahoti confirmed that tighter regulations to curb unsolicited commercial calls and SMS are in the pipeline. These reforms include:

  • A new authorization framework for telemarketers
  • Stricter oversight through paper-to-digital consent migration
  • Enhanced usage of Distributed Ledger Technology (DLT) for transparency and control

TRAI is also exploring a dedicated 160-series number for verified service and transactional calls (e.g., from banks, insurance companies), separating them from the 140-series used for promotional communication.


🧠 AI, Data, and System Revamps on the Horizon

TRAI is working with Deloitte to revamp its internal IT infrastructure, enabling streamlined regulatory filings and improved oversight. Final recommendations are expected soon, and implementation is set to begin within 2025.

Key focus areas include:

  • Revising the national numbering plan for fixed-line telecom

🌐 Focus on Satellite Communication & Spectrum Allocation

In parallel, TRAI is evaluating the allocation of satellite communication spectrum, with key stakeholders like Jio, Airtel, and Starlink involved. Lahoti stated that while no timeline is fixed, public comments are being considered carefully.

Upcoming spectrum consultations include:

  • Millimeter-wave bands (37–37.5 GHz, 42.5–43.5 GHz)
  • Backhaul spectrum usage strategies (expected by March 2025)

📄 Migrating Paper-Based Consents to Digital DLT Platform

TRAI is launching a pilot project this January to migrate legacy customer consents into the DLT framework. This will involve select service providers and principal entities to test processes such as opt-out workflows, validation checks, and cut-off enforcement.


📈 Tariff Controls and Anti-Spam Enforcement

TRAI is considering implementing higher tariffs for users exceeding thresholds (e.g., 50+ calls/SMS daily) to detect and deter spamming activities. In collaboration with the Department of Telecom (DoT), it is also enforcing financial penalties on violators using telecom bank guarantees.


📢 Consumer Choice vs. Industry Push

Despite telecom industry objections, TRAI has upheld its regulation mandating separate STVs for voice and SMS. Lahoti emphasized that data services should not be bundled forcefully, as consumers have the right to choose based on their needs.

“We encourage digital adoption, but consumers must not be forced to buy data,” said Lahoti.
